Changes to Traits wiki page

I was starting to get really tired of the Traits wiki page. From my
point of view it had several problems:

  * The content was really stale
  * Links to the docs were missing
  * The "Traits 3.0 Features" was a summary of changes in 3.0, and
really should be a list of features to help sell Traits
  * I'm pretty sure no one is doing new development work with Traits 2,
the SVN instructions are probably not needed
  * I answer the same 5 questions every month, where examples are on the
Wiki, but buried under all the content.

I moved the Traits 3.0 features and Traits Technical Notes off to
separate pages linked to in the documentation section. I would suggest
if you have used Traits a few times, and you find yourself looking at
those pages more than once, that content should be in the documentation,
not the Wiki page.

The page is better, a little slimmer, but way-far from perfect. Please
hack away.

Nice.

I just changed the name of the link to the wiki from "Development
Details" to "Wiki" here:

    http://code.enthought.com/projects/traits/

"Development Details" sounds too much like it is for traits developers
rather than traits users.

I think that helps. Could you roll that out to the other project names
as well, i.e. Chaco etc?
